UI cannot save action template except for [start] -> [end]

To Reproduce

1. create template at https://escalate.cs.haverford.edu/exp_template/
2. at the end, click Add action templates
3. add an action that is not [start] or [end]
4. click save, nothing happened, no action template showing up in API

Expected behavior
pop-up window showing the action template is saved,
