[Feature] Support Separate Config Files for Different Users

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

Right now, we can only create one config file, and that has the global settings for all users (even if you have defined different uses with their API keys in the config). If different users want different things, they need to use the URL parameters, which is not so great.

It would be great if we can have a config folder and kiosk watches all the config files in that folder. Then each user can have a customized config.
