Frame Navigation toolbar

I would like to know if there is a way to make the Frame Navigation toolbar stay open always, or even better, add it to the default toolbar.

If there isn't a way to do this already, then I guess this would also be a feature request?

Never mind, didn't realize there was an "issues" section and a "discussions" section and only checked issues to see if this had been covered already.
