Windows dev instructions need help

-e- VS 2015 no longer available without an MSDN subscription by the looks. Look at how we can use VS Build tools 2017 (2015 doesn't seem to include Windows Kit).

Qt... need to check instructions are still relevant.

You can use "dev essentials"-- which requires consenting for them to spam you-- for free. Had to jump through those hoops a few months ago.
