If i use $orderRepository query data, hint "Typed property Cycle\ORM\Select::$loader must not be accessed before initialization" error.
but $skuRepository is work fine.

Looks like the Select object is not instantiating via Cycle factory.
Make sure that the repository class is specified in the entity and the Container resolves repositories via Cycle

OrderRepository class is specified in Order entity, and can use

But not can use in yii3 queue.

Other repository use in Yii3 queue is ok, Only OrderRepository is failed.

Could you provide more information? I need the stack trace of the error and an understanding of how the repository is created (you can get the stack trace from the repository's constructor for that).
