Support for dynamic addition/removal of sinks

I think it will be good to add support for dynamic addition/removal of sinks.
especially with grpc sink addition users may continue adding additional grpc servers to be new sinks.

Yeah, i forgot to mention that it will be better then to move to postgres/yaml sinks reader writer

I mean we can follow the same approach taken with sources and metrics and have a postgres/yaml storage to load sinks from and write sinks to it on update/delete.

So it would be
pgwatch ... --sources=sources.yml --sinks=sinks.yml

And sinks.yml maybe

- grpc://...
- postgres://...

And so on
