HREF links in ahelp files

ahelp files can contain links like

```
      <HREF link="https://cxc.harvard.edu/ciao/ahelp/wcs_match.html">wcs_match</HREF> 
```

which we then render with the full URL. This makes inter-site navigation hard if the user copies the web site. We should try and make the links relative.
