Reporter for Rust published on crates.io

I created a CTRF reporter written in Rust, ctrf-rs, which has been published on Rust's crates.io package registry. I'm using GitLab as the baseline host location for the source repo, though I've also mirrored it downstream here in GitHub and can set that mirror's visibility to public if needed.
