Add a GitHub Action to run the tests on Linux

Context

PR #4 adds a GitHub CI Action to build and run tests on MacOS. Issue #3 needs fixing before we're ready to add a similar runner for Microsoft Windows. That leaves Linux. This issue is to track that work.
