Documentation for engine options #1574
Description
There is no README in this repo documenting the CQL engine options, only code comments. In case there are useful guides on how to use the engine API elsewhere, add links to those resources.
This should be coordinated with #1287 and the documentation should be updated whenever the API has changed.
