POM issue on cql-to-elm-cli referencing hapi-fhir-structures-r5 since 3.22

Since 3.22 when hapi-fhir-structures-r5 was introduced Maven can no longer pull dependencies properly from the pom.

I think it needs dependency management parent or explicitly declare the version.
