The resolution of [CWG2909](https://cplusplus.github.io/CWG/issues/2909.html) was overwritten by [PR#7468](https://github.com/cplusplus/draft/pull/7468), and the editors' report did not note that. Is the resolution still applicable under the new definition of “const-initialized variables”?
