P0980R1 Making std::string constexpr

[string.find]: Added \indexlibrarymember references to the variations of find* described via the placeholder F.

std::basic_string's operators !=, <, >, <=, and >= have been removed.
Instead, add constexpr to <=> to match the intent.

Fixes #3031.
