Update country-region-data dataset

Happy to refresh to country-region-data 3.1.0. Any objections?

I noticed that package.json still pins the dataset at 1.4.4, and since I was going to update my local country-region-selector.js file with the newest country-region-data, I'd be happy to submit a PR to this repo too.
