What is the idea?
I'd like to build and test conda-build in a sandboxed environment with no access to the internet. The test data should be included in the conda-build repository, as blobs if needed.
Why is this needed?
It allows me to build conda-build in a sandbox and have it thoroughly tested without disabling a significant (~20%) number of the tests.
What should happen?
The tests should just work, even offline
