filter-branch script doesn't work with git bash for windows #4

@John-Ingersoll

Description

@John-Ingersoll

When running on a Windows machine from the Git for Windows Bash prompt, the script errors out for the flock command.
I tried the same command from the Linux bash shell with success.

Why is exec 9>... used instead of flock -x
