Docker VM - How to Change the IP?

I am pretty new to Linux, but how can you set a static IP in the VM created by the helper script? I have tried a few things including netplan I found online and it does not take.

nano /etc/networking/interfaces

change there

systemctl restart networking

It is Debian and I tried that but there is no file at that location.

you change the interface configuration at /etc/netplan/90-default.yaml
