Create class to get location pixels around fringe of image

This class should generate a list of pixel tuples around the fringe of the image. One should be able to dictate number of tuples per side of image (ie 8 on left, 10 top, 8 right, 10 bottom) as well as how many pixels from edge of image should samples be taken.
