Need to preserve the user ids of commands

Currently the user ids are based on the position of the command button. This introduces the issue when button is used outside of the toolbar (e.g. placed to other toolbar or assigned the shortkey). Because in this case if command is inserted before target command this will result of the shift of the buttons ids which means that all external references are shifted as well.
