Add User Authentication Accounts to the Application

As an admin of the Graffity Abatement Tracking Program
I want to add in a structured login system with roles of public, member, and admin
So that only certain people are able to modify information on the application.

We will know when we are done when:

• Our app has basic authentication to help restrict priveliges for adding and modifying tags.
