Build prototype process for sending case info request to court records office #39
Description
One of the three possibilities for supporting applicants in retrieving their case information is to send an automated email to the relevant court records office requesting case info on behalf of the applicant.

- Team to decide whether this is a feasible direction for the prototype givent he expected time delays compared to the other two lookup approaches
- @wdcrumpler-kcdd to build a prototype email dispatch program that would send a case info request once the applicant entered sufficient information
