Add prettier to pre-commit

Our heat-stack files are regularly reformatted as well as edited, confusing reviewers and bug-hunters. Adding prettier to pre-commit will require all files to be properly formatted before commitment, enabling all developers to see the same code.

The Prettier mirror we use has been archived. The best mirror we could find is on an individual's repository. We have therefore considered alternatives to Prettier:

• Biome
• ESLint

I have seen ESLint in Code for Boston, never BIOME and ESLint is more customizable.
