Empty form on user feedback not consistent

• Two 'required' warnings for State are displayed when no data is entered.
• Red box for 'state', 'living area', and 'heating system efficiency' is not displayed for certain required fields.

Steps to reproduce the situation:

1. Go to https://heat.heatsmartalliance.org/.
2. Click 'get started (with empty form)'.
3. Click 'calculate' or click into an empty box and hit 'enter'.
