Create interface to add or update records

Dawn recently sent along another data set, the .xls is included in the repo's data folder. For this one, perhaps can just scrub the data and insert like the others, but a simple administrative interface (or at least guidelines of what format/column headings/values to send us new data) would be helpful, especially as we begin to shift toward making the project easily deployable in other cities.
