Add active regions to filter view

right now the only way to find all projects for a region is manually generate a url like https://showcase.codeday.org/projects/all/event=cl1pbxrbm331616ezfjc115q1ak - i think we should turn this into an easy dropdown (possibly emphasized during events and for a week or so after?)
