How do the "mark watched videos" and "track watched videos" work?

I turned on "Mark watched videos" and "Track watched videos," but I don't know exactly how they work or what the difference between them is. What should I see when videos are marked as watched? Does tracking watched videos allow me to resume them where I stopped?
