Currently this is not possible, if you want you can create an issue for it. I can't speak much for polkit and how that works with Cockpit myself but our code currently allows hostname to be changed if you are a superuser (with elevated permissions enabled) and you aren't in a realmd realm |

Is it possible to configure cockpit to allow standard user to edit hostname, time zones and network settings in the UI.
I was able to achieve the same using polkit in the terminal.
Using UI interface would be easier for non Linux users to make changes.
Is there a way to?
