[cockpit-machines-341-1] Automation seems to not work at all #2352

Trying to use the "Automation" tab on cockpit-machines-341-1 (Fedora) results in no change to the provisioned guest OS.

Steps to repro:

Download an OS

1.  Choose an OS - I tested with Fedora Rawhide, Fedora 41, RHEL 9.6
2. Click "Automation"
3. Set the root and user password info
4. Create VM

VM boots to the anaconda installer, where you have to add a user, add the root password, etc. Upon first boot, the settings for the user I created in "Automation" are not there. There is NO cloud-user (what I used for my user under the Automation tab)

I also tested with a "cloud based image":

1. Download fedora qcow2 image (also tested with RHEL 10 KVM guest image)
2. Select Automation
3. Enter root pass, created cloud-user and set pass
4. Upon first boot, cannot login -  as the above passwords were not set

Lastly, I built a RHEL 9.6 test env, running 328-1. On this one, the Automation works for the above RHEL 10 KVM guest image. But still does not work as expected for the "Download OS" option.
