[Feature Request] default premissions like the webinterface of paperless-ngx

It would be nice if paperless-ai had a setting option for default premissions, as in the paperless-ngx web interface.

The background is that paperless is used for more than one person and created tags are only ever created for the user of paperless-ai and are therefore only displayed as “private” by the others until the authorizations are changed manually.

At best, peperless-ai simply adopts the settings from the web interface of paperless-ngx:

(red, no restriction and changeable by everyone | orange, at least visible for a defined group?)
