[Feature Request] Adding new tags

Really liking the new interface and dashboard for 1.4!

I would like to see the ability to make new tags on the fly for the documents if there isn't one I have already made from the Paperless interface. Maybe a simple "add new" button that will open a drop-down area with a name field and a color picker?

Either would be fine but it makes more sense to have it on the /manual page for me to quickly edit what the AI has done.
