No proper way to provide GARM root certificate to be trusted while bootstrapping #48
Description
Currently a parameter can be used to provide a root certificate corresponding to an endpoint, so that it is installed during bootstrapping.
- Under linux, this is translated into a CloudConfig parameter that ensures it is installed early. So we can "abuse" a little this feature to include a root certificate to trust GARM server too.
- Under Windows, the cacert bundle is retrieved using a call to garm. So it is too late to use it to trust GARM urls, and the wget applet here fails: https://github.com/cloudbase/garm-provider-common/blob/main/cloudconfig/templates.go#L629
Can we get a uniform and cross-platform way to provide the GARM certificate and to trust it early?
