Removing polling for cloud-hypervisor readiness

Currently the monitor launches cloud-hypervisor then polls for a connection to the socket. This needs to change to a QEMU like mechanism of being able to pass an active (listening) socket to cloud-hypervisor and have that be used by the web server it runs.
