`build`: Support ability to specify priority for indexed keys

> Place an exclamation mark (!) after a key or key-pair to indicate keys that should be considered more important (i.e. more likely to be queried) than others. Likewise, mark entries with a question mark (?) to lower their importance.

- Requires change to file format specification (need to store this information in the GOL, so it can be accessed when updating)
