Support Python 3.8 #100
Description
The TensorFlow dependency is currently pinned at >=1.12.1,<2, which doesn't support the latest Python 3.8. Supporting muffnn for Python 3.8 is therefore blocked by a new release of TensorFlow compatible with Python 3.8.
