Helicopter Parent Rules are not at full potential

The Helicopter Parent rule template cannot work as intended until a feature request for Hydrus is resolved: hydrusnetwork/hydrus#921

For now, you will have to use the add_children field and add each child manually.

Note: That linked feature request doesn't have to be implemented verbatim, just something functionally equivalent or similar.
