[Bug] qa下载重定向不生效

复现步骤 / Steps to reproduce

因为一些app喜欢拉屎，安装了质感清理重定向，接下来qa重定向就不生效了，卸载质感清理也不生效，卸载重装qa、qq，lsp重新优化都不起作用，日志也显示正常

预期行为 / Expected behaviour

重新优化后qa下载重定向应该生效

qa下载重定向没有生效
