Consolidate clear linux image fetching code #1614
Description
ciao-deploy now has two separate pieces of code that tries to download the latest version of the clear linux cloud image and they both do slightly different things. One version downloads the image for creating the CNCI and one for creating the BAT workloads. We should consolidate on the CNCI version of the code.
