Any help about this
note: This error originates from a subprocess, and is likely not a problem with pip.

Heya, try installing wheel in the same environment as pip; preferably you want pip to install the (system dependent) wheel from pypi (https://pypi.org/project/numpy/#files), rather than download the source and compile directly
