Title does not appear when configuration includes plugins

Expected behavior

The title options should work when plugin object is used in configuration.

Current behavior

When a configuration object contains "plugins", title plugin options no longer work. You can see in the pen, one chart contains plugins and the other does not. The one without plugins shows the title, when including a plugin the title no longer works.
