Design a custom bar - how to?

I'd like to design the bar of chart based on a UI/UX document I recieved which requires the bars to look something similar to the picture in this link: Bar example

As you can see that the bar is small in width with a som sort of circle on top. There is also a bar with a hover background (light grey).

Going through the chartjs documentation, I find it difficult to find anywhere about how to style my bars. The only thing I could find is how to change the backgound color and the width.
I also went through some plugins without running into anything helpful.

I hope someone can help in here! :-)
