ChaindexingRepo: Allow migrating contract-addresses idempotently #4
Description
This is a preliminary setup for ChaindexingRepo to configure the contracts users want to index.
Architecture Note: We can afford to run the migrations idempotently because consumer DApps will always need to reset when they upgrade to a Chaindexing version with different internal schemas.
