All settings missing after restore

I use my stream deck as a home controller of sorts. Moving to a new PC and after restoring backup all the plugin config for ALL of "buttons" is missing. I have made sure the plugin was installed and restored config (backup and profile export/import), restored multiple times, and even copying the appdata folders over. Everything I try and my buttons have all lost their config. The original system was/is working (stream deck app closed) when this was attempted.
