Prompt: Loads incorrect context due to referring URL from confused user

If a user is on the webpage for the wrong department (e.g. looking for their pension information on CRA pages) and then uses AI Answers, it will pull the context for the web page that the user is on. This may result in them getting an answer that is incorrect because it doesn't have other context from the correct department.
