[SUGGESTION] iVSR support

I've recently discovered that Intel has its own library to "facilitates AI media processing with exceptional quality and performance on Intel hardware" which, at the moment, includes:

• Video Super Resolution (VSR)
  • Enhanced BasicVSR;
  • Enhanced EDSR;
  • TSENet;
• Smart Video Processing (SVP)
  • SVP-Basic;
  • SVP-SE;

Of course I've already suggested its adoption in QSVENc, but I honestly don't know if it's the right approach...

Good to know about! When it's added to main ffmpeg or Rigaya code, I can add it as an option to fastflix! (And may miss it myself so if anyone sees it added feel free to tag me here)
