Support for R3D #399

Download zip, unzip, move the folder to stable place
Open user.ini
Find group [Media]
- decoders: append ,"R3D:scale=1080" onto the end of the string
- video_extra_support: add r3d
- r3d_path: set the path from Step 1
Start Seer, it should work with r3d format now

Notes:

r3d_path: if your path contains spacebar, quout it like this: "/path/to/your/r3d_folder"

new plugin is provided in 4.0.1. these steps are not needed
