Handle quarto transition #8
Description
If Galen likes the mermaid flowcharts, we should transition everything to Quarto. Ugh. If not, bounce back to Rmarkdown. Right now the home page doesn't include any of the links etc because it's in quarto and index.html was copied into doc/ rather than built. Probably easier to take an hour or two and recreate the website with quarto on a file by file basis rather than try to figure out how to do a mix of quarto and rmarkdown, or how to modify the build structure to transition from rmarkdown to quarto.
