Changes to the Review Process

Hi @carpentries-incubator/intro-to-modern-fortran-maintainers @dvalters @theabro and anyone else I have missed!

I have turned on auto assignment of reviews for PRs. If you aren't a member of the maintainer team please let me know and I can ask that you be added, otherwise feel free to find any PR and add your review!
If you get assigned a review and can't due to workload that GitHub doesn't know about no worries - please remove yourself from the PR or message me and I can tell GitHub not to auto assign you reviews.
If you set your GH status to busy then you will not be requested for review.

I have made an announcement re contributing to the lesson which covers adding exercises files and data and building the lesson on your local fork so the reviewer can see large changes. Please comment on that discussion if you think anything needs adding or changing.
