Why
With cardano-scaling/hydra#1057, the total value locked in a head might get reduced throughout the life-cycle of a Hydra head. Currently, the http://explorer.hydra.family/ does not reflect that correctly.
What
Detect decrement transactions via the hydra-chain-observer and correctly update the total value locked in the explorer state.
