CIP119 - DRep Metadata - Add "desiredMaxDelegation"

Allow a DRep to set a "Desired Maximum Delegation (desiredMaxDelegation)" that can be then shown on their profile by DGov Apps and wallets. As much as it is not enforceable at the ledger level, it will communicate to delegators what the DRep's desire is. With this formal field DGov Apps and Wallets can then also show, based on a DReps current delegation, if the DRep is currently over or under their desired maximum delegation amount. // CIP119

I appreciate brining the discussion to the CIPs repo makes it much easier to follow 🙏

I feel like this is a potential solution to a larger problem - of DRep voting power centralization
this is one approach to solving the problem, so I will firstly suggest that this could become a part of a Cardano Problem Statement discussing this problem area

I think such a opt-in solution is a alright soft way to encourage delegators to consider smaller DReps
of course, due to it's nature we are relying on DReps to opt-in and discourage potential delegators

I feel governance tooling enhancements maybe a better approach,
having tools warn delegators if a DRep has over x% of total delegated stake
this could be nicer as it means DReps don't have to update their desiredMaxDelegation as more stake is delegated to DReps
what do you think?

Hi @Ryun1 - sorry for delay in responding.
OK re maybe a sub-problem of CPS-0020.
Agree that having gov tooling show a X% would be a good generically.
Understand issue with changing total delegation, but also maybe in terms of trust - if someone is willing to delegate to a DRep (ie trust them), then the message from the DRep that they only want a desiredMaxDelegation (% or fixed ADA amount) might have more impact on the delegator??

an easy first step could be to encourage DReps to add this to their bio/description thats one step in the right direction

as adding to metadata standard would require many tools upgrading

@selfdriven-foundation what @Ryun1 is suggesting is similar to what @colll78 proposed for #991 in putting forward a standard that would first allow a lightweight endorsement to indicate that more substantial changes would be justified by popular demand (Ledger implementation in that case, Tools compliance in this one).
