[Resources page] Sketch libraries for Carbon should be changed to Figma libraries #1270
Description
The Sketch files referenced on the "Resources" page should be changed to Figma files.
Design tools section

"IBM Design language library" resource card should link to:

Carbon libraries resource card should be renamed to "Carbon All themes library" and linked to:

The icon should also be Figma's logo, not Sketch.
Iconography section
- There should only be one resource card instead of two (we combined all sizes into one library)
- Rename the resource card to "IBM icons library"
- Link it to: https://www.figma.com/file/J5c0d85dSJn9JnBhSYYLmD/Icons---IBM-Design-Language?type=design&node-id=129%3A2&mode=design&t=IgykKAObMrV05Sic-1
- Change icon to Figma's logo.
Pictograms section
- Add a resource card to the beginning of the cards for the Figma library.
- Name the resource card "IBM pictograms library"
